We, members of the Federation of Amhara Association in Europe of Ethiopian origin , are outraged by the massacre at the monastery of Ziquala (79 km south of the Ethiopian capital, Addis Ababa) on the 22nd February 2024, by forces of the ruling power in Ethiopia. Four monks from the 12th-century Ziquala monastery were killed in this incident.” (Please see the listed articles at the bottom of this letter for evidence of the multitude of horrific violence against the Orthodox churches and clergy.)

We would like to bring to your attention that unfortunately, the Ethiopian Orthodox-Tewahedo Church has been a major target, from a failed attempt to break it up to targeting its religious leaders as new facts are emerging, and these senseless killings are not isolated incidents, rather a sustained and systematic attack at a grand scale since Abiy Ahmed took power. Ordinary followers of the Tewahedo faith, and clergy, are treated harshly:

  • Mosques, Churches and monasteries that have been places of worship and pilgrimage for centuries have been attacked, burnt, and destroyed, including some UNESCO-protected sites.

  • Priceless Religious books, relics, and millenary libraries were looted and destroyed. The synod was continually and systematically disrupted by interference from the security services. 

Over 50 million people of Christian faith and over 40 million followers of Islamic faith are increasingly under sustained attack and threat from the powers of the government that are supposed to guarantee their freedom of practising their faith and provide security for their places of worship. 

Under the recently extended state of emergency, the regime has granted itself a free hand to take any action it wishes against innocent civilians and places of worship, disregarding any law or order of the country or its international obligations. AAA has verified in the 6 months since the SoE (Aug. 4, 2023 Jan. 31, 2024) Abiy regime forces killed at least 1,606 civilians, injured 824 & raped at least 210 women & young girls in Amhara Region of Ethiopia. These are not victims of the so-called collateral casualties of the campaign against the Amhara region but deliberate acts of violence against defenceless civilians.

The world watches in silence when Abiy Ahmed’s regime is carrying out massacres of this magnitude with impunity. The killing of innocent civilians of certain groups of people, and clergy, destruction of their culture, values, and beliefs for the sole purpose to terrorise and subjugate is very common in Ethiopia and unreported act of genocide is taking place, and it is high time for all peace-loving nations and organisations to condemn, act against it and do whatever they can to stop it.

Letter to The Ethiopian Human Rights Commission (EHRC)

Dear EHRC,

We, residents of Europe of Ethiopian origin, are disturbed by the ever-deepening Human Rights Crisis in Ethiopia. Whilst we sincerely appreciate your continued efforts despite working under exceptionally challenging conditions and facing undue pressure from Local and Federal authorities, we feel compelled to express our serious concerns regarding the inaccurate, coverage and reporting on numerous gross Human Rights violations that are happening every day in the Amhara region of Ethiopia.

We are troubled by the sparse coverage of widespread atrocities, deliberate indiscriminate killings of innocent civilians including women and children by drone attacks and heavy weapons as well as intentional destruction of homes and properties in the Amhara region. In addition, minimal  reports of the mass incarceration and torture of Amhara people in concentration camps and prisons within the Amharas region and across the country over the past seven months only scratch the surface of the atrocities committed.

 As the sole voice for the voiceless victims, you must strive to accurately report these gross human rights violations. We are disappointed about the discrepancies in your recent reporting of the massacres in Merawi, where you cited the number of victims as 45. Investigations conducted by the Lemkin Institute, AAA, and other reputable human rights defenders and reliable news media alongside corroborating evidence from hospital records and funeral proceedings indicate a significantly higher toll. 

 We urge you to rectify these discrepancies as soon as possible, and we hope that you pursue recording each victim’s identity and stories. Every individual that was executed in such a horrific manner deserves to be recognised and accounted for.  It is incumbent upon EHRC to ensure that the scale of the mass executions is documented, the voices of victims are heard, and that those responsible for violations of human rights are exposed and brought to justice

Letter addressed to the participants of the 60th conference in Munich (Germany)

In its long history as a nation, Ethiopians of all creeds and ethnicities have been victims of oppression. Fifty years ago, the youth in the country were under the spell of Marxist ideology. The Tigray People’s Liberation Front and the Oromo Liberation Front gave Marx’s class theory an ethnic dimension and organized themselves by tribe, making communist ideology their guide and finding identity convenient to organize and rally people. The Amhara were portrayed as the oppressors. On this basis, after the collapse of a military Junta called the Derg in 1981, the Amhara people were prevented from attending the conference held in London under the auspices of the American government. The purpose of which was to form a transitional Government. The Amhara were also excluded from the drafting of the constitution that would decide the future of the country.

Just like the London Conference, which was held in 1981 to the exclusion of the Amhara people, the so-called Pretoria Accord after the war in Tigray signed in 2022 excluded the Amhara people despite the region being ravaged by the same war. Many Amharas lost their lives during this war. The Amhara people were killed, stripped of their wealth, and displaced from their villages. Genocide was perpetrated against the Amhara people and their wealth and property were destroyed as a result of the power struggle waged by the TPLF and the Prosperity Party. This kind of opaque and irresponsible political game has led to devastation within Ethiopia.

The racist Oromo prosperity regime led by Abiy Ahmed is caught red-handed selling off wheat donated by USAID to the starving population. It is squandering millions of dollars of borrowed money to buy drones while our people are starving. These weapons and drones are being used against its citizens previously in Tigray and currently in Amhara and Oromia regions.

Having wreaked devastation within Ethiopia, Abiy is now working to extend his evil sphere of influence to neighbouring nations. The once harmonious relations between Ethiopia and its neighbours have given way in recent years to acrimony. Irresponsible talk on behalf of Abiy to have a port by force if necessary from Eritrea or Somalia may lead to the outbreak of conflict in East Africa. Under Abiy, Ethiopia now finds itself in conflict with the six sovereign nations that surround it. Abiy’s government, once the bearer of the rhetoric of peace and cooperation, has now turned to bellicose, belligerent, and divisive policies. The conclusion of a memorandum of understanding between Abiy and Muse Bihi Abdi can only be interpreted as an expression of Abiy’s intention to extend his chaotic influence beyond Ethiopia’s borders.

Abiy Ahmed’s apartheid regime will certainly create a crisis beyond the country and continent if the international community does not stop it in time. Therefore, we, Ethiopians living in Europe, ask the governments attending this great peace conference to save our people and our country from destruction by taking the following actions:

  1. Put pressure on the fascist Abiy Ahmed to resign immediately.

  2. We ask you to support the establishment of a committee to investigate the genocide being perpetrated by Abiy Ahmed in its five-year tenure, as well as the ongoing war against the Amhara people.

  3. To bring lasting peace, a comprehensive and independent body should be established to ensure justice during the transition period, so that those who ordered the crimes to be committed and those who carried them out should be brought to justice and the victims compensated.

  4. We would like to state that the group called the National Consultative Commission, which was formed by the apartheid regime of Abiy Ahmed and the TPLF to stop confusing the world community. The Commission is not accepted by our people and is not independent. This type of commission should be an independent body elected by all concerned parties and should not be appointed by a regime responsible for the crimes.

Genocide Prevention in Ethiopia (GPE) Document for reference 

Background & Justification 

Genocide Prevention in Ethiopia (GPE) is a human rights advocacy group that was established in response to a series of alarming ethnic-based civilian massacres in Ethiopia. The frequency and the nature of ethnic-based killings have become so rampant and unparalleled, necessitating GPE’s formation to be a voice for the voiceless. 

The GPE initiative holds a view that the problem is of a structural, institutional & governmental nature, inexorably linked to the Ethnic Federalism system instituted in Ethiopia 30 years ago. The system has toxic geographical, demographic, and historical dimensions and the genocide ensuing currently is considered by many as the system has finally gone to full fruition. Specifically, the system awards ownership of regions to what it labels ‘owners of the land’ (these groups were labeled so arbitrarily depending on how the ruling coalition at the time viewed their significance in gerrymandering the nation into Balkanized states), leaving those who live in these newly ethnically segregated regions that ended up being labeled after other ethnic groups as ‘settlers’ in their own country, leaving them with no legal, political, or economic representation. It does not take far-sightedness to imagine that these citizens who are made ‘outsiders’ will easily become targets of genocide and perpetual terror by individuals and groups, at will. 

The Ethnic Federal system morphed after a divisive design that has several inherent flows, among which some are listed below. 

1. It was conceived out of the violent territorial expansion objectives of the TPLF (Tigray People Liberation Front) by annexing adjacent lands where the majority of the residents are Amhara and Afar from the west, south-west, east, and south-east with the intent to eliminate Amharas in all forms of their existence (geographic, socio-economic, historic, and person-hood) from their land of birth and that of their ancestors.

2. It ignored the thousands of years of cohesive existence of more than 80 ethnic groups by partitioning the country into 14 regions, subjecting tens of other smaller ethnic groups to dominance by major regional ethnic groups. These semi-independent regions were divided roughly based on made-up ethno-linguistic borders with a couple of multi-ethnic regions like Dire-Dawa & Addis-Ababa, which later were gradually made to lose their self-governance through undemocratic processes.

3. It created and implemented non-symmetric regional constitutions that were not uniform among the new regions it created thereby creating an apartheid-like system where the majority was denied voice or citizenship rights overnight, as they simply found themselves in newly & haphazardly delineated ‘regions’ which illegally remove their residence as their ‘ancestral place of birth’ even if their ancestors lived in these new so-called regions for millennia.

4. It was intentionally designed and implemented to be exclusive as practiced by Italian invaders from the 19th and the 20th centuries with objectives to divide and conquer Ethiopia, and was forced upon the people. As a result, ethnic federalism first targeted Amharas by labeling them as ‘Neftegnas’[1]. While ethnic federalism was instituted by the Tigrayan People’s Liberation Front (TPLF), and the Oromo Liberation Front (OLF), these two architects later parted ways due to a power struggle, with the TPLF leading a token coalition government for 27 years until its ouster in the 2017 reform. Nevertheless, even after the reform ethnic federalism is pursued extending institutionalization of genocidal attacks against ethnic minorities living in the ‘ethnically labeled regions’, where they were deemed “settlers” by the ethnic apartheid system even if these people are indigenous to the land and are citizens of the Ethiopian nation.

As a result, attacks against ‘Neftegnas’ have escalated and thousands continue to die. The frequency of these killings not only has increased but also has taken institutional form where local government officials and law enforcement have either directly been involved in some of the killings or indirectly collaborated in the planning and the execution of the crimes with the perpetrators. These unabated genocidal crimes necessitated the formation of Genocide Prevention in Ethiopia, (GPE) an independent watchdog and advocacy group for prevention, and justice for victims in the state of Delaware on October 24, 2020. [1] A code word for ethnic Amharas, Orthodox Christians, and other minorities living outside their ‘regions’.

We represent an organisation dedicated to advocating for Ethiopians. Many of us have roots in Ethiopia, and we are deeply saddened and concerned by the recent events in Merawi town, Amhara region, where over 100 civilians were forcibly removed from their homes and summarily executed on the streets by the Ethiopian army. The moral decay and genocidal actions of the Ethiopian army in the Amhara region seem to know no bounds. As previously reported, the army is using food as a weapon of war by burning crops and harvests, denying access to fertilisers and seeds, and disrupting the distribution of food aid.

Furthermore, the army has been reported to utilise rape as a weapon of war, with consistent accounts of soldiers committing heinous acts against women and children in various towns across the region. Summary executions of innocent civilians and multiple drone attacks, primarily targeting farmers, traders, women, and children, have tragically become a weekly occurrence.

While the world’s attention is understandably drawn to events in Gaza and Ukraine, it is disheartening to see the lack of acknowledgement of the atrocities committed by a genocidal regime in the Amhara region of Ethiopia. The silence from the UN and relevant agencies in the face of these genocidal actions only serves to embolden the Abiy regime. The recent executions in Merawi town serve as yet another grim reminder of this.

We ask all democratic governments, international agencies, and human rights defenders to raise their voices and take action before the situation in Ethiopia further deteriorates, potentially destabilising the second most populous country in Africa. The consequences of such destabilisation would undoubtedly be felt not only on the continent but also around the world.

We represent an organisation dedicated to advocating for Ethiopians

We have heard reports of high-ranking officials of the IMF planning to discuss with the Ethiopian regime to reach an agreement on terms and conditions of lending the regime desperately needed money. But we have serious concerns about the morality of lending money to a government that is marred by internal conflicts and brought its economy to its knees. We are not in any doubt that you are aware of the crises the country is in from mismanagements, the system that is plagued with corruption, and riddled with cronyism, nepotism, and tribalism. It is a regime that is eroded from its core and rotten within a few years of its existence.

We find it ethically questionable immoral to lend money knowing full well that there is a huge probability that any money the regime can assess would be misappropriated and misused to continue waging war against its own population and further destroying the economy

In the Tigray war alone, which lasted for two years, the damage to the economy was estimated to have reached 26 billion US dollars. When any logic dictates that the experience of the conflict in Tigray would be enough to deter any further conflicts, within a few months of the Tigray war ending, the government invaded the Amhara region. The cost of the war that is raging in the Amhara and Oromo regions will dwarf that of the damage caused by the war in Tigray. We question the ethicality of lending any money to a government that is unable to settle conflicts through peaceful dialogue and negotiation, driving the economy into a free fall and still is fighting a losing battle.

The crises have reached a desperate point whereby the government is at a stage when it would accept any terms to assess any money it can to prolong its grip on power at the expense of the ordinary people and plunge the country into unsustainable debt. It is only a question of time that it will fall, leaving the economy in tatters and the country heavily indebted as the crises are deepening and losing the political and diplomatic competence within the country as well as the region.

We are under no illusion that you know that the Ethiopian economy is going from bad to worse and that the regime is already unable to pay the debt it has accumulated, and it was less than a month ago it declined to pay even the interest on its Eurobonds. This is not a regime that would use the money to revive the economy but instead fight two of the biggest regions in the country that lost legitimacy and control in its internal affairs with no allies regionally and internationally due to its immaturity, miscalculation, and failure in diplomacy.

  • Any borrowing should be considered in the highest possible regard to the needs of the people.

  • None of the country’s assets should be used as collateral.

  • There should be no budgetary support, or even earmarked funds, as this would allow the regime to channel any money the country earns to purchase weapons to fuel the internal conflicts.

  •  

We urge the IMF to consider very carefully any money that it is offering to the Ethiopian regime and to reflect if, in fact, it is wise to lend any money at all.

Clarification Requested to OXFAM

The Federation of Amhara Associations in Europe is shocked and at a loss to understand what has happened between OXFAM’s press release between the 7th and the 8th of February.

What would be the justification for changing the title of the press release? Whereas your article, entitled: reports on the serious danger of famine threatening the northern region (Tigray and Amhara). We believe that without changing the content of the press release, only the title has been changed to prevent the world from being aware of the famine that is happening to the Amhara people.

As you pointed out, “Despite a ceasefire between the Ethiopian government and Tigray forces in November 2022, the ongoing conflict in parts of the Amhara region have forced over 1.55 million people to flee their homes, leaving a total of 9.4 million people – or one in three people in northern Ethiopia – in extreme hunger. “What prompted the change in your headline on 07 February 2024 from “Oxfam warns of growing hunger crisis in Tigray and Amhara regions as families resort to extreme measures to survive” to “OXFAM WARNS OF GROWING HUNGER CRISIS IN TIGRAY AS FAMILIES RESORT TO EXTREME MEASURES TO SURVIVE” on 08 February?

We find it incomprehensible that OXFAM knowingly discriminated against the victims of hunger on the Amhara side by deliberately excluding them from the title, which had included them as it should have.
